Executive Summary

During this truly unprecedented time, the Lynn Public Schools has worked collaboratively and comprehensively to determine a path to provide the most optimal learning experience for all students in the safest manner possible.  The current context continues to be fluid – presenting new developments on a daily basis. While certain factors continue to be best described as evolving, there are some around which plans can and should be made. Toward that, planning toward reopening safely was anchored in an enduring philosophical framework:

1. Establish resources and develop protocols around the hierarchy of need
   1. Physical and mental health of each student and staff member
   2. Food security and housing stability
2. Build processes and protocols to establish the most optimal and flexible conditions for and approaches to learning and development for each student
3. Communicate clearly and frequently 

Using these guiding principles, the development of plans embraced certain factors we know to be true:

• Widespread learning loss and increased acceleration needs (see report)
• Increased reliance on virtual learning due to continued or intermittent school closures, social distancing guidelines, and limits on space 
• Increased need for trauma and mental health support 

With predictable elements and with the understanding that processes of teaching and learning will be markedly different for the foreseeable future, we assembled four teams whose leads guided the development of plans to launch SY20-21 in the Lynn Public Schools (a description of four teams as well as their focus can be found in the Appendix). Further, we assembled a 30-person advisory comprised of students, teachers, community partners, and elected officials.  Drawing the consultation and advice from these teams as well as survey data, we have developed plans focused squarely on SAFETY, EQUITY, EXCELLENCE, and COMMUNICATION.

COVID-19 continues to present profound challenges locally and beyond.  As of July 30, 2020, there were 484 active cases in the City of Lynn. As of August 1, 2020 the Massachusetts Department of Health Dashboard of Public Health Indicators shows an average of 396 cases per day during the week prior. That rate is 51% higher than the average cases per day two weeks earlier.  In short, cases are trending upward in Massachusetts. Future trends remain uncertain, but decisions must be made in short order to allow sufficient time for families to plan and for the school district to ensure EQUITY and EXCELLENCE in its service delivery model.

Given that COVID cases are trending upward statewide and locally and that safety is our foremost priority, we recommend reopening school year 2020-21 in a remote learning format for most students.  We will continue to monitor trends and follow the guidance and/or directives from state or local officials.  Depending on an identified threshold and the advice of local health officials, transitioning to a hybrid model is a possibility this school year.  We have identified November 20, 2020 as the date on which we will update the community whether or not we will continue in the remote format or transition to a hybrid model.  We do not foresee a scenario wherein there would be full in-person instruction five days per week during the 2020-21 school year.  In the event of a transition to hybrid, any family who wishes for their student to receive instruction remotely for the duration of the year may do so.     

While the learning needs for most students can be met through remote instruction, there are groups of students for whom such an approach falls notably short.  Researchers clearly anticipate that special education students, particularly those in substantially separate programs, experienced the most regression under remote learning during the spring of 2020.  Further there are profound challenges, some insurmountable, in the remote learning format, particularly as it relates to fulfilling their needs according to their individualized education plan. As such, it is recommended that students in substantially separate programs be accommodated for in-person learning in a manner described in the hybrid learning plan.  We believe we can safely accommodate students in these programs given that students in these programs are grouped in small cohorts and the safety measures we intend to take on their behalf, as well as that for the educators who serve them.   

Finally, embracing the principle of EXCELLENCE, the district has gone to great lengths to modernize its approach to remote learning, which includes new devices for staff and students and a new online learning platform, Schoology.  Compared to the experience between March and June of the previous school year, remote learning will look and feel entirely different to students, staff, and families.  Staff and students will need time and focused training to become familiar and comfortable with the new platform.  In keeping with the principle of EQUITY, ensuring that ALL students and families have an equal opportunity to be successful, we propose a period of orientation at the beginning of the school year, wherein families may send their student for planned in-person learning in small groups the focus of which would be preparation for remote learning.

Letter from Patrick Tutwiler, Superintendent of the Lynn Public Schools

Dear Lynn Public Schools Community,

I am writing to you today to share our Reopening Roadmap for welcoming back the students and staff of the Lynn Public Schools for the 2020-2021 school year.

As we worked over three months to formulate this plan, we have focused on three key considerations: ensuring the safety of our students and staff in alignment with federal and state guidelines, gathering input from all of the constituencies in our community, and creating the best possible conditions for excellent teaching and learning under the current circumstances.   Along with the daily efforts of Lynn Public Schools principals and central office staff, the Reopening Advisory Committee, comprised of a diverse group of community stakeholders, collaborated to provide significant input into each of the three plans we were directed to create by the Department of Elementary and Secondary Education.   The creation of these three plans, each of which are outlined in the Reopening Roadmap, allow us to be prepared for any of the scenarios considered.   I am deeply grateful for the tireless efforts of all who contributed to the plans, and for the detailed feedback and information we received from families, students, and staff who completed the surveys we distributed.

As we near the start of the school year, I have decided to propose a start to the year in the remote learning modality, while providing opportunities for in-person learning for students with special needs, and with an optional in-person orientation for all students.  This is subject to change based on the recommendation of state and local authorities.  The details of this plan are outlined in the Roadmap. I want to share with you that I have approached this decision with feelings of humility and responsibility.  I make no claims to be a medical professional.  Instead, I have been fully committed to the following guiding principles and priorities:

• Physical and emotional safety and wellbeing of all members of the LPS community
• Equity and access
• Excellence in teaching and learning
• Communication

The context in which we find ourselves now has factored significantly into this decision.  As Massachusetts began its phased reopening, the state has tracked multiple indicators of community spread. According to the Massachusetts Department of Health, the number COVID-19 cases in our state are trending upward.  Additionally, there is no federal or state guidance that informs us of a threshold for community spread or positive test rates in terms of school closures.    Making this decision now allows for us as a school district to focus our efforts on ensuring the best possible remote learning plan, and allows for families time for planning and reparation as well.

LPS has invested significant resources to improve upon the remote learning model we implemented this past spring.  We will provide a device for every teacher and student.  We have purchased an online learning platform (Schoology) that allows for more dynamic instruction and higher student engagement.  Faculty are participating in ten days of professional development before classes begin.  With this plan, we can remain true to our guiding principles and provide a safe, meaningful and valuable educational experience for our students.

I cannot say that this year will be like any we have experienced before.  The implementation of any of the three plans we have constructed would still include significant departures from the educational experience any of us have experienced in the past.   I expect that many students, families and teachers feel some degree of loss or concern about these changes.  Please know that as we move forward together, all decisions will be informed by our guiding principles of safety, equity, excellence and communication, as we respond to any differences this year presents to us.

At the same time, in some respects, this year is not a complete departure from past years.   As always, we welcome all new and returning students to our schools with true excitement and with a deep belief in their talents and capabilities.  As always, the educators of the Lynn Public Schools are inspired by our students and fully committed to their educational growth and achievement.  As always, we pledge to work as partners with families to ensure our students’ success.  And as always, I remain honored to lead and serve the Lynn Public Schools Community, and grateful for the trust you place in us.

On Communication

The Lynn Public Schools is committed to ensuring ongoing, clear, accurate and supportive communication to students and families throughout the re-opening and the year. As we begin the year in remote mode learning, we will be providing communication through multiple mediums in order to ensure accessibility and reach as many families as possible:

• The Lynn Public Schools website has a dedicated space for Reopening Information, which is updated frequently, as is our social media (Facebook)
• A Frequently Asked Questions section of our reopening plan, focusing on Special Education, English Learner Education, and Mental Health will be posted on our website and updated regularly.  Documents will be available in multiple languages
• We use the an all-call system, which includes voice and text messaging capabilities, to communicate important updates and information
• All letters and communication are posted on the Lynn Public Schools Website, and a link to them is sent out through the text messaging feature of Blackboard Connect
• Schoology, the Learning Management System LPS has acquired, features a two-way communication feature that allows teachers and parents/guardians to interact, and also allows principals to message their individual school communities.
• The Superintendent hosts regular Virtual Town Halls
• Video tutorials to support with the use of Schoology for students and families are posted on the website and on our social media

We are also fully committed to ensuring families are able to communicate their questions, comments and concerns to us, and receive timely, accurate responses.  Families can communicate to us through:

• The two-way communication feature of Schoology
• Phone calls to district and school leaders
• The chat feature during the Virtual Town Halls
• Periodically distributed family and student surveys soliciting input and feedback

In order to facilitate an effective start to the year and transition to the Full Remote learning mode, updates and information will go out at least weekly through the month of September, and potentially beyond.

Health and Safety in Lynn Public Schools Buildings

Adhering to the SAFETY principle, the Lynn Public Schools administration recommends starting the 2020-21 school year in remote learning.    It is believed that doing so is the safest option for students and staff.  That said, the plan involves providing in-person learning for certain groups of students.  It also calls for in-person experiences for all students at the beginning of the school year.  Accordingly, the district has prepared to safely welcome students by preparing facilities and developing protocols according to the Department of Elementary and Secondary Education (DESE) guidelines.  This section aims to outline the safety features and protocols and serves as a certification of the district’s efforts to adhere to the guidelines.

Clear in the DESE initial reopening guidance, COVID-19 spreads when people are in relatively close proximity, through respiratory droplets generated through coughing, sneezing, or talking to an infected person. Among the most effective preventive measures – when used consistently and in combination – are masks/face coverings, physical distancing, handwashing, and cleaning frequently touched surfaces.  The LPS health and safety protocols were developed in accordance with these factors in the guidance and more.

Facilities

The Department of Elementary and Secondary Education (DESE) has provided specific guidance for all school facilities, as well as operational protocols and mitigation practices based on the most recent COVID-19 information. As the knowledge and research related to COVID-19 continues to evolve, the Facilities and Operations Guidance will be updated as appropriate. In partnership with the City of Lynn Inspectional Services Department, the Lynn Public Schools will meet or exceed all of the facilities and operations guidelines. 

While remote learning is the recommended approach for reopening the 2020-21 school year, we have developed and executed plans for safe reentry to the school buildings.  Toward that end, the district has planned or completed several health and safety measures to minimize risk to all school community members and to ensure a safe return to school while the COVID-19 risk remains.  The Inspectional Services Department has conducted a rigorous analysis of each school and has already performed or planned additional safety measures. This includes, but not limited to

• establishing sufficient hand sanitizing stations
• disabling high power hand dryers in bathrooms
• ensuring that windows can be opened in buildings that do not have fresh air exchange systems
• reviewing and updating maintenance protocols for all ventilation systems in the schools.

According to the facilities safety guidance, appropriate mask usage remains the best defense against all forms of respiratory transmission. Schools can further mitigate airborne transmission by increasing outdoor air ventilation or filtering air that is recirculating within a room or building. Toward that end, the Inspectional Services Department has done the following to mitigate the risk of pathogen spread in buildings and classrooms:

• Increase all air filters to the highest applicable Minimum Efficiency Reporting Value (MERV) ratings. Only MERV 8, 11, and 13 will be used.
• Increase the frequency of filter exchange from semiannual to quarterly.
• Disinfect all heat exchange surfaces.
• Increase the minimum outside air damper on all uninvents which results in more fresh air flowing in the buildings and classrooms.
• Ensure sufficient window capacity in natural ventilation buildings to allow cross flow from windward to leeward side which dilutes droplet concentrations
• Increase frequency of preventative maintenance from monthly to weekly in all HVAC systems.

These actions meet and/or exceed school guidelines established by the Center for Disease Control, the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), American National Standards Institute (ANSI), and American Society for Healthcare Engineering (ASHE).

Building Cleaning and Sanitizing

Consistent with DESE  Facilities and Operations Guidance, our custodial and maintenance teams will clean our facilities daily using industry-standard COVID-19 disinfectant following the United States Environmental Protection Agency approved cleaning procedures. Also, each school will receive a deep cleaning and sanitization every Wednesday and Saturday, so long as staff is present and in-person instruction is happening in school buildings.

Using traditional disinfectant spray and wipe approaches as well as newly purchased disinfecting foggers, each school and district facility will have all touchpoints disinfected at least once each day and daily cleaning of door handles, push bars, etc.  Custodial staff will receive the requisite training and will follow the required cleaning protocols. All handwashing stations in every school will have soap, disposable paper towels, and wall-mounted or freestanding hand sanitizing stations installed in various locations at each school and Central Office. 

Physical Distancing

According to DESE, physical distancing plays an integral role in mitigating transmission of the virus.  The guidelines call for districts and schools to aim for six feet of distance between individuals where feasible. A minimum physical distance of three feet has been deemed safe when combined with the other safety measures, such as wearing a mask/face coverings.  Upon release of the initial reopening guidance on June 25, 2020, LPS building leadership engaged a rigorous analysis to determine the extent to which students can be safely accommodated.  While there are schematics and online tools available, building principals and their teams engaged in a meticulous analysis, classroom by classroom, space by space, to determine the extent to which we could safely accommodate as many students as possible.  The results of the space analyses were aligned with other important factors: projected enrollment, staffing, and building/classroom suitability according to the facilities guidance and reporting from the city’s Inspectional Services Department. 

The substance of these analyses have led us to the following conclusions relative to physical distancing in the five-day in-person and hybrid models:

Masks/face Coverings

As the primary route of transmission for COVID-19 is respiratory, masks or face coverings are among the most critical components of risk reduction. Given their critical role in protecting against COVID-19 transmission, masks/face coverings are required for all students and all staff while inside any Lynn Public Schools building.  There are exceptions for certain medical and/or psycho-social conditions.

While the Department of Elementary and Secondary Education has made the provision of masks as a family responsibility, the district has purchased thousands of disposable masks, face shields, disposable gloves, and other personal protective equipment to ensure the safest possible in-person experience.

Daily Protocols for In-person Learning

For any in-person instruction, daily protocols for staff and students begin at home.  Prior to the beginning of the school year, information and training will be provided to staff and families. Specific recommendations will include: 

• Check for Fever (100.3° Fahrenheit or higher), chills, or shaking chills 
• Cough (not due to other known cause, such as chronic cough)
• Difficulty breathing or shortness of breath 
• New loss of taste or smell
• Sore throat
• Headache ​when in combination with other symptoms 
•  Muscle aches or body aches 
• Nausea, vomiting, or diarrhea
• Fatigue, when in combination with other symptoms
• Nasal congestion or runny nose (not due to other known causes, such as allergies)​ when in combination with other symptoms.

Handwashing​ will be recommended to be done often, and required as follows: 

• Entering and exiting the classroom  
• Before eating and/or preparing food  
• After blowing the nose, coughing, or sneezing  
• Before and after treating a cut or wound
• After using the toilet
• After touching garbage
• After using classroom community items (manipulatives, books, technology, arts supplies)

As has been the case for a number of years, students and staff will practice good sneeze/cough hygiene.  All will be reinforced to cover their mouth/nose with a tissue and throw the tissue away immediately in a trash can, and then wash their hands. If no tissue is available, individuals should cough or sneeze into the crook of his/her arm or on their sleeve.  Staff and students will also be discouraged from touching the face, eyes, nose and mouth​.   

While the district is recommending a start to the 2020-21 school year in remote learning, we are prepared from the standpoint of safety to transition to hybrid should circumstances make it safe to do so.

Medical Waiting Room

It is assumed that there will be scenarios in which a student presents symptoms consistent with COVID-19 symptoms.  In cases such as these, the student will be isolated from other students and assessed by a school nurse. In keeping with Department of Elementary and Secondary Education guidance, in each school there is a dedicated medical waiting room. This is a separate space from the nurse’s office or the regular space for providing medical care. When occupied, the medical waiting room will be monitored by appropriate staff.  Students who are presenting symptoms will remain in this space until they can be picked up by a parent/guardian.

As a general rule, all students and all staff will wear masks while inside a Lynn Public Schools building. Masks are always strictly required in this space. The individual supervising this space will always maintain 6 feet of physical distance, remain masked, and wear a face shield or goggles. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

Determination for In-person or Remote Activities

On August 11, 2020 state authorities released a metric delineating the factors involved in determining whether or not it is safe for in-person activities to happen in a community. 

Each Wednesday, the Department of Public Health releases its Weekly COVID-19 Public Health Report that contains critical metrics for each city/town.  Beginning August 12, 2020 and each week thereafter, there will also be a color-coded indication posted for each municipality calculated on a rolling two-week basis (see below). 

• Red will designate communities with more than 8 COVID-19 cases per 100,000 residents.  Remote learning shall be leveraged in and thus leverage remote learning.  Communities in this category should provide instruction remotely.
  
  
• Yellow will designate communities that have more than 4 and up to 8 COVID-19 cases per 100,000 residents.  Communities in this category should provide instruction remotely or in hybrid fashion.
  
  
• Green will designate communities that have 4 or fewer COVID-19 cases per 100,000 residents.  Communities in this category should provide instruction in hybrid fashion or full in-person.
  
  
• Unshaded will designate communities with small populations and fewer than 5 cases within the last 14 days.  Communities in this category should provide instruction in-person.

Clear in the executive summary and opening letter of this document is the plan to reopen the 2020-21 school year in remote learning for most students.  The metric described above will have a significant impact on the district’s ability to provide in-person services for students.  Should the district fall into the red designation, all services will be provided in remote fashion only.  In partnership with local health officials, the district will decide whether or not it is safe to provide in-person services according to this metric and other factors.

Students will begin the 2020-21 school year with five mornings of orientation.  Four of these orientation sessions will be in remote mode, and one will be in-person.  Families who do not wish to send their child to school for the in-person session may opt to do all five sessions remotely.    During each in-person session, no more than 20% of the students enrolled in a school will be in the building.   Schools will assign their students to an Orientation Group (Group A, B, C, D or E).  During in-person sessions, all staff and students will wear masks and maintain a physical distance of 6 feet.

Embracing the guiding principle of EQUITY, this orientation program is designed to set up all students for success in the full remote learning mode, and for the hybrid mode if we shift to one of those modes at some point during the school year.

During the in-person orientation session, students will:

• Meet their classroom teacher (elementary students) or some of their content area teachers (middle and high school students)
• Receive their device if they do not already have an LPS device 
• Practice adhering to new policies around handwashing, masks, physical distancing, and lavatory use
• Practice signing into and using Schoology to access classes, assignments, and feedback
• Practice submitting assignments through Schoology
• Ask any questions they have about remote learning
• Have the opportunity to meet with a social worker or counselor if indicated

During the remote orientation sessions, students will:

• Practice engaging in synchronous learning with a teacher and classmates
• Practice engaging in asynchronous learning activities, including diagnostics (school-level decision)
• Participate in getting-to-know-you activities through video-conferencing
• Participate in a synchronous welcome assembly with their principal & other administrators
• Participate in grade-level-specific assemblies as indicated (ex, college counseling assembly for seniors)

Remote Learning Model Overview
Remote Learning
What is remote learning?	In remote learning, students engage in their classes and complete assignments from a remote location, not from inside school.
Is there a remote learning schedule?	Yes.  All students will be required to be present in class virtually at certain periods of the day.  Attendance is required and will be taken.
Does my student need a device?	Yes.  LPS will provide all students with a device, grant-permitting.
Is there support for internet connection?	Yes.  LPS has an agreement with Comcast. Any family requiring support for in-home Internet connection may contact the district helpdesk.
Special Education consideration	Unless there is a directive from state or local officials to shelter in place, in this model, students in substantially separate programs may receive in-person instruction four times per week.
Will meals still be provided?	Yes. Breakfast and lunch will be provided at identified sites convenient and accessible to student homes.

The Lynn Public Schools has taken significant steps to prepare for a more robust remote learning experience.  At present, the district has 1:1 device-to-student ratio in grades three through twelve (a grant application has been submitted which, if granted, would provide devices for kindergarten, first, and second grades).  We have also purchased laptops for all staff.   To ensure equity of access, we have entered into an agreement with Comcast wherein the company would provide the appropriate equipment to allow for in-home internet access and the district will be billed at the agreed upon rate for service. We researched and entered into an agreement with Schoology, a robust learning management system that will allow us to provide synchronous and asynchronous instruction to all students; video conference; collect, assess, and provide feedback on student work; manage attendance; and connect directly with parents/guardians.

In remote learning, students engage in their classes and assignments from a remote location, not from inside school.   Remote learning activities include, but are not limited to: 

• real-time, live instruction during video-conferencing with their teacher and classmates via Schoology (this is referred to as "synchronous learning")
• watching pre-recorded lectures and demonstrations, completing written assignments, and engaging in hands-on learning activities independently (this is referred to as "asynchronous learning")
• submitting written or recorded assignments via Schoology 
• receiving written or recorded feedback from teachers via Schoology 
• participating in small-group meetings or collaborative assignments with classmates via Schoology
• video-conferencing 1-on-1 with teachers via Schoology

In full remote learning mode pre-Kindergarten to grade eight, students would follow the same schedule as that in the hybrid model for five days per week.  High school students would depart from the A/B week model and receive instruction five days per week. All students would receive a mix of synchronous and asynchronous instruction each week.

Embracing the principle of EQUITY, students in substantially separate special education programs and those attending Fallon Elementary School will receive in-person instruction four days per week.  Students attending Fecteau-Leary Jr/Sr High School will attend five days per week on an altered schedule. Meals

The Lynn Public Schools will provide a Grab & Go Breakfast and Lunch each day (Monday – Friday) at multiple school sites centrally located throughout the city.  This will allow for all students to have the ability to receive a breakfast and lunch each day.  A listing of sites and meal pick-up times will be published on or before September 11, 2020.

Lynn Vocational Technical Institute - Remote Learning Schedule

In remote learning mode, Lynn Vocational Technical Institute will offer a schedule best fit to accommodate core content learning in addition to vocational training.  The schedule features a week of core content learning followed by a week of vocational training.  The Department of Elementary and Secondary Education has released guidance relative to learning safely in vocational shops.  At present there are plans to invite students for in-person vocational training in small groups following safety guidelines.  This is subject to change dependent on the status of health and safety in Lynn. Lynn Evening Enrichment Program (LEEP)

The Lynn Evening Enrichment Program offers high school students an alternative to the traditional high school experience by providing a mix of courses online and in-person in the evening hours. In the remote model, the vast majority of courses would continue to be provided remotely on the Apex platform.  English Learners in this program will have the option of taking English as a Second Language in-person if they choose.  All students will be offered guidance counseling and mental health supports virtually via Zoom or Schoology or telephonically.

Does my student need a device?	Yes.  LPS will provide all students with a device, grant permitting.  Because students will alternate between learning in school and learning at home, the device will become an important tool for learning in both environments.
Special Education consideration	In this model, students in substantially separate programs may receive in-person instruction four times per week.

In a hybrid mode, students engage in their classes and assignments inside their physical school buildings some days, and from a remote location other days. In the classroom, this could be: 

• students sit at desks at a physical distance of 6 feet in the elementary level and at least four feet at the secondary level as the teacher presents a lesson or demonstration 
• students sit at desks at a physical distance of 6 feet in the elementary level and at least four feet at the secondary level  and complete written assignments independently
• students sit at desks at a physical distance of 6 feet in the elementary level and at least four feet at the secondary level and engage in small group discussions via video-conferencing with their peers, using a device and headphones 

During remote instruction, this could be:

Meals

The Lynn Public Schools will provide a breakfast and lunch each day for all students.  In the hybrid model, on in-person learning days, breakfast will be served in the classroom along with a healthy mid-morning snack.  Students will be provided a Grab & Go Lunch when they leave the building for the day.

Elementary, Middle School

In the two day model, on the two in-person learning days, breakfast will be served in the classroom along with a healthy mid-morning snack. Students will receive a grab & go lunch as they are dismissed for the day.  However, in addition to the day two grab & go lunch, each student will receive three additional grab & go breakfasts and three (3) grab & go lunches for the days they are working remotely at home. Students who begin the week with remote learning, will be able to retrieve three grab & go Breakfasts and three (3) grab & go lunches on Monday morning.

High School

Each day during the week high school students are receiving in-person learning, breakfast will be served in the classroom along with a healthy mid-morning snack. Students will receive a Grab & Go Lunch and as they are dismissed for the day. During remote learning, on any day, students may proceed to any site and retrieve breakfast and lunch.  They may also retrieve one week’s worth of breakfast and lunch at the beginning of the week.

English and Classical High School - Hybrid Learning Model

With the exception of Fecteau-Leary, all high schools will follow an A/B week model in hybrid mode.  This model was the most accomodating given the complexity of the scheduling scenario and out of a desire to allow students to engage in the diversity of courses that they selected in the spring of 2019. This means that half of the student body would receive in-person instruction while the other half received remote or virtual instruction one week.  They would alternate the subsequent week.  The schedule for English and Classical is below.

Lynn Vocational and Technical School - Hybrid Learning Model

Lynn Vocational Technical School (LVTI) will also follow an A/B week model.  Given the explicit focus on vocational training, a group of students will engage in core academic courses in one week and, in the following week, focus on direct and related vocational training.  The schedules for LVTI and its grade 8 Discovery Academy are as follows.

Lynn Evening Enrichment Program (LEEP)

The Lynn Evening Enrichment Program offers high school students an alternative to the traditional high school experience by providing a mix of courses online and in-person in the evening hours. In the hybrid model, the vast majority of courses would continue to be provided remotely on the Apex platform. English Learners in this program will have the option of taking English as a Second Language in-person if they choose. All students will be offered guidance counseling and mental health supports virtually via Zoom or Schoology or telephonically.

In-person learning model

The enrollment for the Lynn Public Schools middle and high schools is too large to accommodate a five-day in-person learning model. Further, the challenges at the elementary level are prohibitive. In the space analysis for each school, we embraced the idea that every space is a learning space. Therefore, any viable and safe space in a school was considered for classroom instruction. Principals then used their projected enrollment to determine how many students they could accommodate following the physical distancing requirements. In many schools, new student registration would be difficult, if not impossible, to accommodate under the requirements. Each of the past three years, the Lynn Public Schools registered approximately 3,500 new students for a net growth approaching 300 students each year on average. New registrations are the inevitable. At present, there are grade levels in three elementary schools that cannot accommodate all of the students at the physical distancing degree of three feet due to new registrations this summer. While there are some elementary schools that can accommodate their entire enrollment in classes at a degree of physical distancing greater than three feet, we intend to take a uniform approach across all schools relative to the model employed.

This model is not feasible in the Lynn Public Schools.

Remote Learning Academy

The rationale to begin SY2020-21 in remote fashion was based largely on the concerning trend of positive COVID-19 in Lynn and statewide. This trend impacts certain families differently than others. In situations where members of a household are medically fragile, concerns are deeper. Accordingly, some families seek a teaching and learning scenario for their student that is exclusively of remote. The district intends to serve all of its students. Accordingly, in partnership with the Department of Elementary and Secondary Education, there will be an opportunity for families who wish to opt for a full year of remote learning to do so on a third party learning management platform. Details on this option are emerging. Nonetheless, families who choose this option are guarantee a grade-level content aligned with Massachusetts State learning standards and support from Lynn Public Schools staff.

Student supports and professional learning

Attendance and Mental Health

Given that the Lynn Public Schools will begin the 2020-21 school year in remote learning for most students, there is particular concern around attendance and engagement. Monitoring when students miss opportunities to learn is more essential than ever. Chronic absenteeism has been linked to poor academic and health outcomes. Research shows factors such as poverty, stable housing, food insecurity, poor health of a family, adequate access to health care, and trauma are barriers that have an impact on student attendance and learning. Students from racial and ethnic minority groups, homeless/unaccompanied students and English Learners (ELs) are also more likely to be chronically absent. It is important that we also recognize the disproportionate impact of the pandemic on Black and Latinx communities.

In school year 2019-20, the Lynn Public Schools developed Wellness Teams to take a more proactive and evolved approach to addressing attendance issues. The mission of the Wellness Team is to promote school attendance and reduce chronic absenteeism. This is achieved through a two-prong approach: (1) early identification of students and families who have been absent and/or have not engaged in learning; and (2) assessment and identification of barriers that impact student learning. This intervention must remain firmly rooted in equitable family engagement efforts. There are many ways for families to engage. All families care about their children’s education and that engagement can vary based on many factors, including caregivers’ cultures and beliefs, their own educational experiences, their types of employment, responsibilities to others and more. Toward that end, we will work with families to develop an engagement plan that is supportive of the whole child and whole family. Deepening relationships will help honor the lived experience and perspective of our families.

During periods of remote learning, early identification of students who are missing opportunities to learn is essential. We will be looking at factors that include lost contact, no engagement or marked decrease in engagement, lack of relationships and minimal or no participation.

Wellness Teams will continue to meet monthly. Based on the level of support needed, Wellness Teams may also meet more frequently to ensure the needs of families are being met. Social Workers will focus on early identification, assessment and referrals.

Guidance to Inform Wellness Team Outreach Efforts:

• Emphasize and intentionally build school connectedness with students and families
• Document challenges and interventions to inform decision making and planning
• Partner with families to develop individualized plans that reflect their specific situation.
• Promote trauma informed practices
• Promote seamless transition between remote/hybrid/in-person models
• Elevate voice of families and students- ask them how they learn best, how we can help support their engagement in learning, how we can improve school-home-community partnership
• Assess the impact of the pandemic to help inform interventions, and tiers of support for students

Additional Academic Supports

Both hybrid and remote learning are notably different modes of learning with which most students are familiar. While many students will find the academic supports built into both models, some will require more. The Lynn Public Schools will establish Learning Support Centers (LSC) for students/families after the formal school day at locations easily accessible by proximity or public transportation. While plans for LSC are still in development, it is envisioned that centers will be staffed by licensed staff and paraprofessionals open by appointment to provide in-person or virtual supports for those requiring academic assistance, in small groups or individually, three days per week. Supports include but are not limited to general instruction/support in reading, writing, and mathematics and support on specific assignments. This resource is available to all students. English Learners, Student with Disabilities, and homeless students will be prioritized.

Professional Learning

The Lynn Public Schools (LPS) envisions a reopening that moves through three phases, the first of which is titled Learn and Prepare. Professional development will be ongoing throughout the year, but this phase is designed to establish foundational skills and knowledge to ensure as effective a launch to the school year as possible. Given that virtual learning will be new territory for the district as a whole, there needs to be careful thought and attention to professional learning, not just in the realm of familiarity with the learning management system and technology, but also in trauma response and acceleration (versus remediation).

The district intends to dedicate the vast majority of the ten days prior to the first day of school for deep professional learning. Leveraging a thoughtful combination of asynchronous and synchronous experiences, staff will not only become acquainted with the health and safety protocols onsite, they will develop a foundational understanding of what trauma might look like, in person or otherwise, and how to respond, and more importantly how to build in supports and strategies in their instruction for students who may have experienced trauma as result of COVID-19. With a new platform for virtual instruction, considerable time will be spent acquainting staff not only with how to navigate a learning management system, but also how to use it and engage and assess for learning. This variation of remote learning calls for a reimagined approach to instruction.

Transportation

Given that the Lynn Public Schools is configured by the neighborhood school model, district-sponsored transportation is limited. Most students live in close proximity to their district school. This is particularly so at the elementary level. Secondary schools may not be as close in proximity to students’ homes, but are accessible via public transportation. Approximately, 900 students receive district-sponsored transportation, the majority of which receive it as a requirement in their individualized education plan. Given that the district intends to open SY2020-21 in remote learning, while prioritizing in-person learning for students in self-contained special education classrooms, transportation is a key component of the reopening plan.

The district will implement and follow these core safety practices:

Masks

All staff and students on the bus, regardless of age, are required to wear masks at all times. Exemptions for students due to medical and/or behavioral reasons – and associated protocols – are further described later in this guidance.

Distance

Students will be seated no more than one student per bench, alternating sides for each row, which allows students to maintain approximately 3 feet of physical distance. Children from the same household may sit together and in closer proximity (e.g., two students per bench). A diagram demonstrating what seating will look like on a 77 passenger bus is below.

Although the district transports a relatively small percentage of the entire student population, adhering to the safety guidelines for transportation will require careful attention to scheduling and close partnership with families. Toward that end, the district surveyed families in July to determine, among a number of things, the extent to which families who receive transportation as a feature of the individualized education plan would be willing to transport their student. 670 respondents indicated that they would be willing to do so.

Details on transportation, particularly the scheduling, are in development. Given the small number of students who receive transportation and family willingness to transport students as indicated in the survey, there is a high degree of confidence in our ability to adhere to the letter of the safety guidance and ensure quity of access to school for all students.
